Section 224 of the 2027 National Defense Authorization Act would permanently integrate U.S. and Israeli military-industrial infrastructure — bilateral R&D, co-production of weapons, joint ventures, and shared defense technology supply chains. It is being voted on by a legislature 65% of which receives AIPAC money. Legislators voting to permanently bind American defense to a foreign nation's military while being funded by that nation's primary lobbying organization is a documented, quantifiable conflict of interest. State AGs file coordinated injunctions to freeze implementation and build the public evidentiary record.
The people's tax dollars are funding a captured federal government without their consent. Governors establish democratically governed state public banks — modeled on the Bank of North Dakota, governed by elected public boards with full audits, operating at a genuine 1:1 reserve ratio with no deficit banking. State revenues are deposited into the state bank and directed to education, healthcare, public transit, and infrastructure. Federal remittances are held in constitutional escrow during the accountability review period. AGs provide the legal opinion and constitutional defense against any federal challenge.

Governors have independent executive authority that does not require the legislature or the courts. They have budget power, litigation standing, and direct democratic accountability — and they are not using it.
Congress appropriates money to the states. The President does not have the authority to withhold it. Federal courts have already ruled that the administration's funding freezes are likely unconstitutional. Colorado joined a 22-state lawsuit in January 2025 and won a Temporary Restraining Order within days. Every governor in a state where federal funding has been frozen or cut should be in federal court right now.
The Supreme Court has ruled repeatedly: the federal government cannot commandeer state resources to enforce federal law. Printz v. United States (1997) and Murphy v. NCAA (2018) are settled constitutional doctrine. Your governor can issue an executive order today directing state police, state databases, state employees, and state facilities to stop assisting with any federal enforcement action the state deems unconstitutional. This is the 10th Amendment working exactly as designed.
The Reciprocal Enforcement of Claims On Unpaid or Reduced State Entitlements Act allows the state to withhold federal taxes from state employees dollar-for-dollar when the federal government illegally withholds state funding. New York, Maryland, and Wisconsin have versions of this legislation in progress. A companion bill would place liens on federal property within the state. Direct financial leverage that does not require a court.
Governors and state legislatures can decouple state tax law from federal law when federal changes harm their residents. Rhode Island pre-emptively decoupled from the 2025 federal tax law before it was enacted. Maine gave its governor authority to adjust state income tax filing requirements in response to federal changes. Where the current federal law is cutting Medicaid, reducing SNAP, or shifting costs onto working people — decoupling legislation should be introduced now.
Sanctuary policies are 10th Amendment law. Eleven states are currently sanctuary jurisdictions for immigration enforcement. The same constitutional logic applies to all federal enforcement actions that overreach state sovereignty — reproductive rights, warrantless federal surveillance, mass data collection from state systems without consent. Issue an executive order directing state law enforcement to require a valid warrant before providing any cooperation with federal agents, across all enforcement domains.
Initiate legislation creating a state public bank modeled on the Bank of North Dakota, operating since 1919 — the only state-owned bank in the United States. The bank is governed by a democratically elected public board with mandatory quarterly public audits. It operates at a genuine 1:1 reserve ratio: no fractional reserve lending, no deficit banking, all funds backed by actual state resources. All state-collected revenues deposit into the bank. The bank lends to education, healthcare, infrastructure, and small businesses at rates the private market will not offer. Federal remittances are held in constitutional escrow during the accountability review period. The people's tax dollars stay in the state and serve the people.
